Selected Case Studies:
Economic Development: A rapidly growing local economy’s
struggle with developing a direction for growth, as well as control
over attendant problems, is addressed through redirection of a
vehicle already employed by the economy, but now used to
simultaneously identify and build on competitive advantages and to
isolate and resolve obstacles.
Problem: A local community in the United States, while growing
rapidly, was developing concerns that this growth was insufficiently
understood, promoted and directed. As a result, it was feared that
the momentum behind this growth might be fading. Further, the
quality of life and attractiveness of the community as a place to live
and work appeared to be deteriorating due to the consequences of
directionless growth.
Approach: Develop a self-directing mechanism for encouraging
interconnectedness and robustness in business sectors which are identified as
particularly suited for successful operations in this community. Develop coalitions
in these sectors involving all relevant elements of the community as venues to
encourage responsible development and integration with the community.
Action: The principle business association in this community had recently begun
organizing a series of meetings of business leaders. This vehicle was identified,
with some modifications, as a means of addressing the issues identified. The
meetings were redirected toward sectors, as opposed to merely businesses
identified by size or industry. Non-business organizations that had real or potential
influence and impact on the economic life of the community and its business
sectors were invited into the process. The dialogue was steered toward identifying
sector-wide groupings - of business, government, consumer, and educational
organizations - that were developing naturally out of the uniquely advantageous
characteristics of this community. The formation of coalitions from within these
sector-wide groupings was then encouraged. Under the guidance of the business
organization, these coalitions are to examine issues and design activities to both
reinforce their own strengths and to address obstacles
Result: The reoriented discussion vehicle initially identified a fairly
straightforward, though evidently intractable, logistics problem plaguing a large
industrial park area and impacting new residential areas being developed nearby.
The reorientation resulted in participants in this particular discussion recognizing
the need to involve additional groups from business and the community to address
this problem, as well as associated issues subsequently isolated, such as
characteristics and geographic distribution of labor force components . This
further resulted, as predicted, in spontaneous momentum for the development of
sector coalitions with membership comprised of business, consumer, community,
government, and educational organizations addressing additional issues relevant
to the coalitions. The local business association's role is to supervise these
discussions and to direct them toward comprehensive examinations of the
coalitions’ development and mutually beneficial coexistence within the community.
